The direct answer
Distinguish authoritative answers, recursive DNS caches and browser caches after a change. TTL affects record caching, but it is not a universal countdown for every layer. Find which layer still returns the old result.
Different visitors can see different results after a DNS change because caches update at different times. That does not mean every delay is propagation. An incorrect record will not repair itself by waiting, so verify configuration before investigating caches.
Investigate four layers

TTL is not a guaranteed countdown
TTL controls how long an answer may be cached. Lowering a record's TTL now does not retroactively shorten copies already cached with the older value. For a planned migration, make allowed adjustments ahead of time and record the previous setting. Restore an appropriate everyday value after the move is stable.
Avoid changing every layer at once
Changing nameservers, hosting, CDN settings and page content together makes diagnosis harder. Verify one layer at a time and keep timestamps and old values. For NXDOMAIN, also check spelling, zone existence and the exact hostname being queried. A useful support report includes the name, record type, query time and returned answer, rather than only a screenshot saying the site does not work.
A common question
Does lowering TTL immediately clear every old answer?
No. Previously cached answers may remain under their original cache conditions. Compare authoritative answers with the resolver actually in use.
